Prices of Houses That Foreigners Can Buy and Own in Indonesia
Easily own a residence

Foreign Nationals (WNA) can now easily own a residence in Indonesia with just a passport. However, there is a minimum price for a residence that can be purchased by WNA.

"Now (the minimum price) for a landed house is an average of IDR 5 billion, for a rusun (flat) it is at least IDR 3 billion. The minimum is IDR 1 billion in some areas, in Jakarta it is 3 billion. In other places the minimum is IDR 5 billion for landed, in other (areas) there is IDR 1 billion for landed," said Secretary General of the Ministry of ATR/BPN Suyus Windayana at the Socialization of Housing Ownership Regulations for Foreigners, at the Sheraton Hotel, South Jakarta, Thursday (3/8/2023).
Based on the Decree of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 1241/SK-HK.02/IX/2022 concerning the Acquisition of Residential House/Housing Prices for Foreigners, the minimum price of housing that can be purchased by foreign nationals varies depending on the area. Here is the information:
Minimum price of landed houses that can be purchased by foreign nationals:
1. DKI Jakarta: IDR 5 billion (+/- 318.000 USD or 297.000 EUR)
2. Banten: IDR 5 billion
3. West Java: IDR 5 billion
4. Central Java: IDR 5 billion
5. East Java: 5 billion
6. Special Region of Yogyakarta: IDR 5 billion
7. Bali: IDR 5 billion
8. West Nusa Tenggara: IDR 3 billion
9. North Sumatra: IDR 2 billion
10. East Kalimantan: IDR 2 billion
11. South Sulawesi: IDR 2 billion
12. Riau Islands: IDR 2 billion
13. Other regions/provinces: IDR 1 billion
1 billion Rupiah = +/- 64.000 USD or 60.000 EUR
2 billion Rupiah = +/- 128.000 USD or 120.000 EUR
3 billion Rupiah = +/- 192.000 USD or 179.000 EUR
5 billion Rupiah = +/- 318.000 USD or 298.000 EUR
Minimum price of flats (rusun) that can be purchased by foreign nationals:
1. DKI Jakarta: IDR 3 billion
2. Banten: IDR 2 billion
3. West Java: IDR 2 billion
4. Central Java: IDR 2 billion
5. East Java: IDR 2 billion
6. Bali: IDR 2 billion
7. Special Region of Yogyakarta: IDR 2 billion
8. Other regions/provinces: IDR 1 billion
On the other hand, ownership of housing for foreign nationals is limited to a maximum of 2,000 m2. However, if the foreign national can have a positive impact on the Indonesian economy and society, it is possible that the area of the settlement owned can be wider.
"Foreigners are only allowed, temporarily, to own a plot of land for each family with a land area of no more than 2,000 (square meters) but what is allowed if it has a positive impact on the economy and society, then it can be given according to the minister's permit, so for foreigners to land temporarily we limit it to below 2,000 (square meters), unless there is a permit from the Minister of ATR/Bpn," he said.
"This is one of Bali's land ownership areas of more than 2,000 (square) meters. We are currently studying it, we are checking the field, what the land is for, whether it will have an impact on the surrounding economy or not, we are currently studying it," he said.
For your information, now, the government is making it easier for Foreign Nationals (WNA) to own a residence in Indonesia. WNA can own property in Indonesia even if they only have a passport.
Government Regulation Number 18 of 2021 concerning Management Rights, Land Rights, Apartment Units, and Land Registration, Article 69 states that foreigners who can own a residential house or residence are those who have immigration documents in accordance with the provisions of laws and regulations. In this case, the immigration documents in question are visas, passports, and residence permits.
"So with this provision, a passport or visa is enough for foreigners to be able to own property in Indonesia. So this is a bit different from the previous one, previously we asked for KITAS (Limited Stay Permit Card) and KITAP (Permanent Stay Permit Card) as well," said Secretary General of the Ministry of ATR/BPN Suyus Windayana at the Socialization of Housing Ownership Regulations for Foreigners, at the Sheraton Hotel, South Jakarta, Thursday (3/8/2023).
"So this is a bit different from the previous one. Previously we asked for KITAS and KITAP as well, now in foreign ownership, the KITAS and KITAP will be given after the foreigner gets or buys property in Indonesia, so the position is reversed," he said.
