New Buleleng: A Fresh Underground Upgrade
The Visionary Transformation of the Heritage District
In collaboration with the Department of Public Works and Spatial Planning, the Buleleng Regency Government is carrying out major improvements to the utility network stretching from the Ambara Raja Monument, known as the zero point of Singaraja City, to the front area of Taman Makam Pahlawan Curastana.
According to the Head of the PUTR Office of Buleleng Regency, I Putu Adiptha Ekaputra, the utilities being upgraded include electrical cables, telecommunication lines, and PDAM water pipes all of which will be relocated underground to create a safer and more visually appealing city environment.
“The arrangement of underground cables is very important because we are working in Singaraja’s zero-point area. This way, the appearance of the area will be neater and the city’s aesthetics can be maximized,” said Adiptha. He explained that the underground cable system will be constructed parallel to the drainage network, using separate routes and structures to ensure functionality is maintained without interference.
It is also emphasized that the Singaraja area should serve as a model for other regions. Because of its strong historical value, coordination among multiple stakeholders is necessary to ensure proper planning and collaborative execution so that Singaraja can be neatly and harmoniously developed.

The underground utility plan will start from the eastern area in front of the DPRD Office, continue west toward Jalan Pahlawan in front of Taman Makam Curasta, and extend north toward Rumah Sunda Kecil. Additional improvements include the installation of CCTV cameras for surveillance and the development of new green open spaces aiming for at least 30% green coverage to help reduce pollution and maintain air quality.
Furthermore, electrical substations currently placed in open areas will be relocated to designated structures that enhance both aesthetics and safety, ensuring no substations remain exposed on sidewalks or roadside areas. This initiative also supports the Buleleng Regent’s Five-Year Vision to strengthen the identity of the Ambara Raja Lion Monument heritage zone.
